No. You do not need to have the iPhone app to post on the forum. We welcome anyone taking ACT to post your comments and questions.
Q: How long will it take to get an answer?
We shall try our best to respond as fast as we can. Typically, you can expect a response in a day, if not sooner.
Q: Can I ask you about a math question that is not part of the iPhone app?
Sure. As long as it is part of ACT Mathematics section, we shall try to answer and help.
Q: Can I ask for help on how to solve a particular ACT Math problem?
Absolutely. The app has solutions to all multiple choice questions. However, as you know there are many ways to solve a problem. The choice of best method depends on the individual problem. We shall try to provide the easiest way to solve a particular problem here. 
Q: What questions should I post?
This is a forum for ACT Math. So as long as your question is about ACT Math you will get a response.
Q: Do I need to sign in to post?
No. You can post your questions without signing. Though we like you to sign so that you can edit and delete your comments or questions.
